Meadowmere Park, Road and Drainage Improvements

Description

The 15-acre residential area known as Meadowmere Park is situated on an island within Jamaica Bay in the southwest corner of Nassau County along the New York City border. The network of narrow streets extending throughout the area frequently experienced varying degrees of flooding caused by tidal waters which moved up through the existing drainage systems and out onto the public roadways and private properties.

Bowne investigated the numerous flooding problems and completed an analysis of 10 years of tidal data that was previously collected by the Town of Hempstead. Having established the statistical recurrence of the various tidal heights, Bowne studied the impacts of three different road raising height alternatives on the private properties. A report was prepared for the County, and Bowne assisted in presenting the conclusions to the community. The residents selected the highest of the road raising alternatives and Bowne then began design of both the road and drainage improvements.

A thorough topographic survey of the area was completed which included obtaining information extending back from the roadway into the side and rear yard areas. A coordinated detail map for the entire area was prepared, indicating the limits of all private properties and the public rights-of-way.

Bowne prepared the NYSDEC / Army Corps Tidal Wetlands Permit application and the NYS Department of State’s Coastal Management Federal Consistency Assessment Form.

Bowne prepared the construction documents for the reconstruction of approximately 4,400 lf of roadway, including a new 3,400 lf drainage collection system, with stormwater treatment structures installed prior to discharge into the surrounding tidal waters. The plans also provided for coordination with both gas and water utility companies to avoid conflicts between new gas and water lines.

Bowne provided construction inspection services for the $4 million project, as well as assisting the County in all public relations matters during the project.
