February 2008 Bowne Management Systems Forms Bowne Management Systems, Inc. (BMS) of Mineola is pleased to announce the formation of a new Division of Management Consulting, to be led by Vice Presidents Thomas Melito, veteran consultant with over 35 years experience in public and private sector organizations, and Jack Schnirman, former Brookhaven Chief Deputy Supervisor with a Masters in Public Policy from Harvard’s Kennedy School of Government. The new Management Consulting division will serve public sector, private sector, and not-for-profit clients. With Melito and Schnirman at the helm, BMS’ new Management Consulting division is poised to expand Bowne’s horizons into the organizational effectiveness arena and will provide the operational improvement perspective that is key to success in so many municipal initiatives. Mr. Melito, who holds an MBA in Finance from NYU, has specialized in public sector consulting for the last 18 years, and has brought his unique “Private Sector Approach” to many Long Island municipalities including the Towns of Babylon, Brookhaven, North Hempstead, the City of Glen Cove and both Nassau and Suffolk County governments. Prior to his public sector experience, he managed and consulted with financial services firm such as Merrill Lynch, the NYSE and Mutual of New York. Mr. Schnirman was most recently the Chief Deputy Supervisor and the chief operating officer of Long Island’s largest town, Brookhaven. There he spearheaded a 311-style non-emergency hotline (451-Town) that allows constituents to dial one phone number for all town services and instituted ServiceStat, an accountability program that creates a report card for departmental performance. He previously served as Deputy Press Secretary for Senator John Kerry and Senator Frank Lautenberg’s legislative team, and as an executive of a nonprofit organization. “We are delighted to open a new division by bringing these two talented individuals to Bowne, to enhance our service offerings with their knowledge and experience,” said BMS President George Fagan. “Mr. Melito has a wealth of expertise and maturity in organizational and operational consulting.
