April 2007 Bowne Receives ACEC Diamond Award for The partners of Sidney B. Bowne & Son, LLP proudly announce that the firm has received the Diamond Award, the highest level of accolade, from the American Council of Engineering Companies (ACEC) in New York. Bowne received the Engineering Excellence award for its work on the Pavement Condition Assessment and Management Plan, implemented for the Town of Oyster Bay (TOB), in Nassau County, NY. The Town of Oyster Bay operates and maintains a 707 mile road network. Through an innovative application of recognized assessment techniques, coupled with Geographic Information System (GIS) technology, Bowne developed a unique methodology for pavement condition assessment and management. By combining commercially available technologies, recognized pavement rating procedures and established pavement life cycle information, Bowne provided a long-term program to manage and maintain the Town’s pavement network.

The Commissioner of Public Works for TOB, James Byrne, is extremely pleased with the solution. The program exceeded the Town’s expectations, and the system has become an integral part of the Town’s roadway planning infrastructure, and a key instrument for the Department of Public Works. “Using this program as justification, we were able to gain approval from our Town Board to increase our annual pavement maintenance budget considerably,” said Commissioner Byrne. The benefits to the Town’s nearly 300,000 residents will be evident in improved roadway conditions and cost savings to be realized over the 15-year time horizon of the pavement plan.
