"Bowne [Management Systems, Inc.] assisted our County in developing and delivering our Job Point Project, a program that assists clients in connecting with employment and childcare", said Charlotte A. Price, MSW and Job Point Project Manager for the Tioga County Department of Social Services. A web-based Geographic Information System (GIS) application, referred to as the "Job Point Program", was successfully developed and deployed for the Tioga County Department of Social Services. This application provides clients of the NYS Temporary Assistance for Needy Families (TANF) program with the ability to search for potential employers. It also provides directions from selected bus routes, family day-care providers, and individual residences to selected employers. The program uses RouteMAP IMS, ESRI's Internet Map Server software, as the spatial engine to provide step-by-step driving and walking directions to selected employers. It also allows Tioga County to identify the need to re-route, or add new, bus services to facilitate transportation for TANF clients. The ultimate goal of this program is to provide a tool that increases the number of job opportunities presented to TANF clients and reduces the amount of time an individual is enrolled in the TANF program. Ms. Price adds, "The Bowne staff was creative and cooperative during the process of designing and implementing the program. I would recommend them to other agencies looking for a program to meet transportation or other mapping needs of their clients".
