Description

The West Point installation is an area of military and national significance in many ways. It is simultaneously a premier university for training military officers, a functioning military base, a National Historic Landmark, and a tourist attraction. Its size, organization, and management responsibilities also make it the equivalent of a typical city or county. The activities and requirements of the many ongoing base functions necessitate a well integrated approach to information management. Bowne was contracted by the Army Corps to identify the requirements for a GIS within DHPW, develop an Implementation Plan, and create a prototype viewer to demonstrate the proposed system’s features.

One of Bowne's key recommendations was the need to expand the concept of a DHPW GIS into an Enterprise system for use by the entire Academy. Our recommendations to the Corps and the Academy coincided with the Assistant Chief of Staff for Installation Management (ACSIM) of the Department of the Army releasing a memorandum requiring Army GIS programs and offices to begin establishing integrated GIS data and systems to allow for sharing across functional areas and at all Army levels. Although there was no advance knowledge about this memorandum, Bowne’s recommendations were in total alignment with the ACSIM’s directive.
