Emergency Electric Outage Reporting System

Description
Bowne developed the Emergency Electric Outage Reporting System (EORS) for the Electric
Operations Divisions of the NYS Department of Public Service (DPS).
The project was conceived after a 1998 ice storm devastated significant portions of
upstate New York and left thousands of residents without power for weeks. DPS and the State
Emergency Management Office (SEMO) encountered serious problems tracking outages and coordinating
the restoration effort. In 1999, the need for an Emergency Electric Outage Reporting System
became even more critical because of the uncertainty surrounding the upcoming Y2K situation,
leading to a requirement that a fully operational system be ready in time for the arrival of
the new century.
EORS enables each of the seven major utilities in New York State to report electrical outages,
via the Internet, to the NYS DPS database and Geographic Information System. This system was
a huge success during the Y2K SEMO event.
